The answer is NO. And it is going to get MUCH WORSE, not just in Panjim, but all around Goa. You cannot have ghatis and other Indians coming into Goa at the going rate and expect the roads to get less chaotic. I am talking about outsiders wanting to make a home in Goa. To this you need to add the tourist hordes as well. This elementary point about migrants seems to escape some: that a large part of why Goa was so pleasant and peaceful was that we had LESS people. The minute Indians 'discovered' Goa, you heard the sound of the flush. Panjim's traffic woes have escalated dramatically in the last 3-4 years and a major (note, not the only) contributor can be traced to the thousands of new apartments (mainly for outsiders) that have arisen in Dona Paula, Caranzalem, and Taleigao thanks to Monserrate. These people have to come to Panjim, and the only route available is the Miramar-Campal road. This is also a recipe for other kinds of problems that will surely arise in the very near term (eg. water shortage). Everywhere else in Goa there are new large buildings under construction. There'll be new people coming in to live in them. So you do the math. As I have said many times before, Goa is now a noisy stinking toilet like any other urban Indian space. r
