We find ourselves in agreement with the views expressed by Fr Pratap Naik. S. J 
& Mr Soter Dsousa. The Diocesan Board of Education (DBE) in Goa should 
seriously consider the option of foregoing Grants from the Govt. of Goa and 
switch to English as the medium of instruction in all its Schools.. Parents and 
students could rhen exercise the option to choose the medium of instruction.It 
is neccessary that a conviction deeply held by the DBE must not be 
sacrificed at the Altar of Govt Grants
 
On another front if the Govt. witholds Grants to English medium Schools, the 
decision could be challenged in the Courts as the Constitution of India does 
not permit discrimination on the basis of language. Quite to the contrary the 
Constitution of India recognises ENGLISH as a Link language. No offence is 
meant to any other language as all languages deserve respect. Whilst States in 
India are formed on a LINGUISTIC basis, and not on longitudes latitudes 
straight, equal parts/areas, it does not follow that every State must support 
ONLY the language on which the State is carved out.The LINGUISTIC basis for 
carving out States has been to give flexibility as India is not a MONOLITIC , 
single hued State. The linguistic basis of a State does not compel the Govt. to 
only support education in the State language. If this were to be the case the 
entire administrative structure as envisaged in the Constitution would 
collapse. Imagine it would become impractible
 to transfer Judges of one High Court to another, any Central Cadre Officer to 
be transferred from one State to another State. The NATION would collapse 
through" LANGUAGE INBREEDING "
