Is the term "non-resident" defined somewhere?

Overall, looks like a good enough attempt to deflect debate from the wider
issue of whether Goa needs casinos, to say "you won't get affected, don't
worry!" Reminds me of the campaign on mining being deftly being turned into
a campaign against *illegal mining!*  FN
