It is not that Rane is conducting proceedings of the assembly strictly as per rules and regulations of house..like horses with blinkers.on the contrary on many occasions Goans have witnessed even unethical behaviors of the speaker himself in the assembly.. for he knows that there is hardly anyone to bell the cat! ....
