Comments : Camilo Fernandes with regard to Floriano's below mail. I too would like to join Wilson in saluting and congratuling Floriano for his success despite heavy odds. Inspite of knowing that he would be harassed, he very bravely was prepared to endure all hardships, harassements, tensions and take on the mightly without buckling down and eventually tasted success though it took ages. His feat is truly admirable as even when things are in order and we have followed the law, most of us would still try to take the easy way out/short cuts by way of bribes to get permissions. Bribes sadly is part of Indian life and nothing moves wihout it. Floriano has set a fantastic example and is is a shining example and only if others follow (which let me be realistic is not easy), bribes could be eliminated if not immediately then at least in the near future. I am sure other Goans will also appreciate his guts, daring and uncompromising principles. His action reminded me of the HIndi movie Munnabhai MBBS, where a retired person could not get his pensions as he had to give bribe. He then publicly donated his spectacles, bag, shoes, clothes etc. to the guy who wanted bribes. The clerk being exposed publicly was so embarrased and humiliated that he did his work immediately. I wish Floriano more success in all his future endeavours as well as pray that Goans stand by him and his party Goasuraj as he is singlehandedly fighting for the cause of Goans to save Goa from open destruction. May, 2011 will see the inauguration of my third apartment building 'Dora Apartments' at Moira. It was started in September 2006 and I got the Occupancy Certificate in Nov 2010. The Occupancy was slated to be given to the clients after 18 months but it took 50. ( i.e. a delay of 32 months which is 2.6 years) WHY?? Because I refuse to pay BRIBES. I am on record for having paid 'zilch' bribes ( i.e. not a single paisa, not a cup of tea) to anyone in my dealings with Government and semi-government officials since I started my (retired) occupation in Goa since 1995 [except for a 1 ltr Black Lable to the Electrical Assistant Engineer to expedite the 3 phase connection so that my brother could start his crown cap factory in 1988 - that too at his office (Mapusa) bang on his office table and which episode had shocked my brother to his boots]. This particular delay ( Dora Apartments) was because I had asked the TCP officer (Mapusa) if he wanted to sit in the 'can' and cool his heels and also lose his retirement benefits, when he had asked me for a bribe at the very first inspection of the site for contraction, besides, that Dayanand Narvekar thought he could eliminate his opposition by demolishing Dora Apartments, question about which illegality he had raised in the Goa Legislative Assembly, even. The message I want to send to GOA through this 'INAUGURAL CEREMONY' on 8th May is: ' DO NOT BRIBE, EVEN IF YOU BE HARASSED TO NO END' In due course of time during this harassment, when I was taken to High Court through a Writ Petition, I defended myself in person and am on record for having told the double Bench ( Justice Vasifdhar -Justice Salvi - 29th. march 2010) - "Your Lordships. Please pass an order to demolish my building if you can find a square inch of illegality. Properties worth crores of rupees have been demolished thro' my PILs numbering 7 in this Hon'ble HC and therefore by virtue of this I must not be allowed to indulge in illegalities". The Petition was thrown out before admission. I am extremely sorry for the tardy response. But FYI, the above is the GOA SU-RAJ WAY all the WAY.
