In Goa and maybe India,  though many  international traffic rules are displayed 
and obeyed i.e. 40/30 Kms. per hour, one way, compulsory left, no entry, no 
parking, one way street, no overtaking etc. the major ones at round abouts and 
at junctions are not followed which results in dangerous and unsafe driving 
inviting accidents.  At junctions and round abouts no single person has 
priority as everyone has got priority or right of way.    No rule is followed 
and everyone has to push and force his way at his own risk.  It is survival of 
the bravest or strongest.  This results in dangerous and unsafe driving leading 
to extreme stress to the drivers.  There is absolutely no discipline and with 
increased accidents are common.
 
 
The international norm is that at round abouts, all vehicles coming from the 
right have priority while vehicles joining or coming straight ahead have to 
wait  for vehicles coming from right and proceed only when safe.  Similarly 
those vehicles coming from the left have no priority and have to wait for 
vehicles coming  straight ahead  and joining and proceed only when safe. 
 
This same rule is followed at T junctions where vehicles coming from the right 
have priority while vehicles joining or coming straight ahead have to wait and 
proceed only when safe.   
 
If these simple but very important rules are followed, it will make driving so 
much safer, less stressful and a pleasure leading to lesser accidents.  Life is 
precious and it cannot be replaced.    If Goa takes the initiative in 
implementing these rules, maybe it could be the first state in India to make 
driving safer, less stressful and a pleasure. 
 
I hope the Goa Government and  RTO in Goa give a serious thought to this and 
make Goa a better, safer and happier place to drive.
