I guess it makes Sense since Goa's population is approx 40% migrants. Once Goans go into a minority I assume they then would have a "Goan Cell". And I won't be surprised if the other National Parties i.e. BJP and the Congress follow suit (of course they particularly the Congress is already using the non-goan vote to their advantage via illegal slums/migrant votebanks etc )
