The Goa governor saying the RTI act doesn't apply to him needs a response that should discourage similar fraudulent claims from other public figures. This waste of the high court's time and public money should be made good from his salary in the same manner as public information officers are penalised when they delay giving information to applicants. For good measure, the governor's challenge should attract a fine similar to the one the Supreme Court levies on what it considers frivolous public interest litigation.
