1. If we take the surnames used by Soter as being merely indicative of citizens 
of India being resident in the State of Goa under the Union of India, the 
underlying theme and inference arrived at by Soter ,that "there cannot be 
another  Revolution in Goa" is entirely a realistic assessment of the 
prevailing situation in Goa. This does not ofcourse foreclose that in the 
future ,should the situation become more oppressive , there could be " low 
level INSURGENCY"  in Goa to begin with,which could grow into a full blown 
'INSURGENCY". The contempory history of India is replete with such examples aka 
the North Eastern States of India.
2. Those who do not learn from history are bound to suffer similarly. Should 
not the Govt.of Goa and the Govt. of India take pro-active action to prevent 
citizens from becoming disaffected with the prevailing state of affairs in 
Goa?????. People who are not Indian nationals obviously do not and cannot be 
permitted to enter thr frame whether they be Russians, English, Dutch, 
Portuguese,French or for that matter citizens of any other country whether in 
the East, West, North, or South of the Globe.
3.An inteprid analysis is preferred than a squeamish, projection.
