The other day Anjali Mohan Rao posted an article about the Goa Chronicle having 
evidence that Valanka, Churchill's daughter was caught accepting a bribe on 
behalf of her PWD Minister father.

Now if the fact that Valanka was doing this reached even Goans in Toronto a 
long time ago, it goes to show that in Goa it must have been common knowledge. 
Her mode of operation and even the office she used to conduct this bribe-taking 
was known in all gory detail. 

Anywhere else in the world, except in Afghanistan, Pakistan, Somalia and a few 
other countries, the cops would have been onto her and her father would have 
been drummed out of office in a thrice. Not so in Goa, or India for that 
matter. I have been looking for the huge reaction that should have been 
expected, but there isn't a peep out of the Goan public. No wonder their rulers 
get away with what they get away. Churchill will come out of it even stronger 
like Pacheco and Monserrate did and the tax payers will continue to get shafted 
like they have been ever since after colonial times. Liberty for corruption is 
what Goa and India got and many think it's fair trade.

But as you know, this can't go on forever. The well will dry, the pigs will go 
thirsty and they will leave for fairer climes when the fat lady sings. They 
have already been making hawala trips to Dubai, the US, Canada and Australia in 
anticipation of that eventuality.

We Indians are Hobbesian (culture of self interest). Corruption in India is a 
cultural aspect. We seem to think nothing peculiar about corruption. It is 
everywhere. We tolerate corrupt individuals rather than correct them. No race 
can be congenitally corrupt. But can a race be corrupted by its culture? To 
know 
why we are corrupt, look at our patterns and practices.
