Shri Shantaram Naik, Member of Rajya Sabha from Goa said in the Rajya Sabha today, that no government can prevent every act of terrorism, is a bitter truth and we cannot run away from the reality.

Mr Naik who initiated the discussion on recent Mumbai blasts on behalf of the Congress party said that truth must be appreciated and persons making a truthful statement should not be condemned.

Mr Naik said that when Shri L.K. Advani visited Mumbai blast of 13th July, he said that there was no intelligence failure but policy failure. Mr Naik said that Shri Advani did not point out as to what policy of the government failed and added that the only policy of BJP on terrorism that the country is aware of is that of dropping the terrorists to Khandar in a private plane to safety.

Mr Naik said that BJP is friendly with many right wing terrorists in the country and therefore, they should use their influence with them and prevent them from indulging in terrorism and, if this is done, 50% of terrorism in the country will vanish.

Mr Naik suggested that Indian Evidence Act should be amended to make new technological evidence admissible.

Mr Naik also suggested that school text books should contain lessons on patriotism, so that patriotism is inculcated in the mind of children from the very beginning.

He said that law should make it mandatory for every citizen to inform about the terrorists activities or terrorists, in case they come to know about them.

Mr Naik said Police Bit System should be activated in all the police stations in the country, so that policemen in charge of their respective bits are able to keep a watch on every household.

He suggested that police stations in the country should be modernized and should be equipped with internet, fax and scanning facilities.

At the outset there was a pandemonium in the House for about ten minutes and the opposition did not allow Mr Naik to continue with his speech on account of certain observations made by Mr Naik, for which Mr Naik, subsequently apologized.
