Working behind the scenes at the behest of three former governors who
are Catholic, the legal and medical guilds have worked with Conferences in
the Northeast to reform the process of initiation and sacerdotal training of
American youth. Parish family groups will participate in evaluating
aspiring nominees to the institutes, along with their peers. Psychological
testing will be indepth and ongoing, as will be directed counselling.
There is much documented evidence of inhouse malfeasence on the part of
proctors, aimed at the young inmates, acquainting them with levels of conduct
that bedevil in later years. The first five years of study will therfore
be offsite, at local colleges. More remains to be done to make the calling
less attractive to minds that make for a lifestyle that is not consistent with
group standards.
The Pacific Conference, Wash/Idaho/Oregon, permits offsite living by hires.
Marriage status policy is 'dont ask-dont tell'. The 'collars' are expected not
to display spouses around precincts. This has effectively voided headquarter
rules on civil status.
The status quo was not viable. The financial strain on the system was at
