SUPREMACY OF THE PARLIAMENT. Parliament is the creation of the Constitution and hence it is the Constitution and not the parliament that is supreme True it is the privilege of the Parliament to frame laws.It does not therefore conclude that it functions in isolation and vacuum of the concerns of the people. The voice of the people is what shapes all legislation e.g. labour laws etc. and they are not dreamed about by the M.P.`s To ignore the aspirations and hopes of the people is pure arrogance. Who sends the M.P`s to the Parliament. ? Under present Democracy there is no right of recall to make the M.P.`s responsible an accountable to the people who elect them, nor limit their term to a maximum of two terms The electoral reforms as when they come will see that M.P.`s with criminal records are barred. It is a national shame and disgrace that M.P`s with criminal records are occupying the sacred precincts of The Parliament. How many M.P.s are legally qualified to frame, debate and contribute to law making.? The bills are framed by the Secretaries It is always the same few, who dominate, monopolise the discussions,debates are appointed on select committees. The vast majority are recording presence.. As the result of unenlightened participation legislation are struck down by the S.C. The Parliament has awoken to their supremacy after the S.C appointed SIT to investigate black money curse By people suggesting reforms , changes and accepting them does not in any way take away the right of the Parliament It is pure arrogance to state that people are usurping power, when M.P`s are dormant and insensitive. The spontaneous participation of masses all over India in Anna`s movement on corruption is foolish to be ignored M.P`s should not put themselves above any forceful suggestions, if they are genuinely representing the masses and working for their interests Instead of arrogating to themselves the title of supremacy alone, listen to sensible reasons and act The system of elections is contributing to this to this attitude of boisterousness The monumental scale of corruption has not been addressed to by suitable legislation It is only when the Supreme parliament was held to ransom by the opposition ,unprecedented in the history of the Parliament democracy and unheard of in Parliament rules of the house, that govt. relented and initiated action under the pressure and logjam in the Parliament The present Lok pal Bill brought to Parliament after 42 years in limbo ,under the pressure of civil society The watered down bill has been opined by all as toothless sham of legislation that will not address the current scale of corruption Under present circumstances and unearthing of 3 G, CWG Hassann Ali, S band,cash for vote, Adarsh scams people are awoken to the depth and magnitude of corruption As corruption is all pervasive in every sphere of life affecting all the citizens , a strong legislation to nip the evil in the bud is the out cry ,capitalised by Anna movement with support of the masses Even the small step is the beginning of future progress Nelson Lopes Chinchinim 9850926276
