For instance: A home grown Lokpal Bill in the form of the Constitution of Goa Su-Raj Party.

1. Art. 34: Only 5 member Cabinet with portfolios distributed as portfolio charts ... equally balance x 5 No one minister is the whole and sole of the portfolios he is handling. All have a say in the manner that the portfolio is run. Only the signing authority is the concerned Minister who also takes the flak if not rightly managed. That means any minister can question any other minister.

2. Art. 38. Any Elected members of the Party can be ministers or Chief Minister. No Chief Minister designate. Those who do not make it to the Cabinet do not get Chairmenship or Directorship of government corporations and institution. These will be given to qualified persons on hire and fire basis. MLAs will be on sub- committees of supervising the work carried out by these selected persons to head the Corporations and Institutions. That means, corporations and Institutions are not to be given as 'gifts' to elected representatives to do with them what they like.

3.Art. 40. Recall. An MLA can be recalled by 2/3rd majority of the Party's Supreme Executive ratified by the GB of the Party. This will happen whether the
  government of the Party does not have the mandate (21) to rule.

If this is not anti-corruption, we don't know what is.
Anna should form a party on the above lines, if necessary by taking Goa Su-Raj Party into confidence and contest elections to purify the PARLIAMENT of criminals and crooks as also the State Legislative Assemblies. Since he is above 65, he should make the sacrifice of not contesting.

Corruption in this country which is in the blood-stream of each and every citizen of India by virtue of one's religion which allows bribing EVEN GOD that they worship, cannot and will not be eliminated if drastic electoral reforms and strict/disciplined party 'road maps' do not come in. If one cannot sacrifice anything at all, corruption will only increase.

For those who believe ‘Team Anna’ is acting like an
Extra-Constitutional Authority….

There is no disconnect between 'Team Anna' and the Indian
Constitution. Anna has not put a gun on anybody's head to get his
version of the 'Lokpal' passed. The Constitution of our Country gives
every citizen the fundamental right to indulge in any peaceful form of
protest. 'Hunger strike' is one such democratic 'Instrument of
Protest' which has been given to us by none other than Mahatma Gandhi,
the Father of our Nation. If such peaceful forms of protest too are
taken away from us, the time will not be far when people will be left
with no option but to pick up arms and ammunition - which can lead us
to dire consequences; which can tear the fabric of our Nation  into
pieces; which is what is happening in Maoist ruled areas.



A strong and effective ‘Lokpal’ which holds all Public Servants
accountable to the Public is the real Need of the Hour. Let the
Revolution begin!
