The laws are a plenty in existence which are against corruption, thieving, blackmailing you name it. Only there is no will with the guardians of Law and Order to implement them in letter and spirit. The Portuguese in Goa had just one law to this effect. 'Thou shall not steal from the other" If one did, his back would be wipped and be broken. He would forget there even existed such a thing as thieving, robbery or cheating.

There was a time during the Portuguese rule, when a very honourable man in Goa appropriated the property of the neighbour by mis-representation. He was hauled to the court and the judge passed a sentence.( which I am holding with me). This person was called 'LADRAO' in the judgement and was sent to Aguada jail. Even his wife was jailed for a lesser term for being an accomplice. He got out in 1961 at the time of the so called liberation. Then he registered his name as a Freedom Fighter. But better sense having prevailed, he cancelled his name as FF. He died of ripe old age and lived to be a respectable man. But only few knew his doings. Even I have had the opportunity of sitting with him, having known his backgroud.

Therefore, if the whip fails to crack the back, corruption will continue. Where there is will, there is the way. How many persons will renounce cheating, thievery, bribing ?? Besides, our faith makes us bribe even the almighty God.

If the WILL is to be restored, then there has to be an overhaul of ELECTORAL PROCESS which we have at present. It is a damp squib that creates one corrupt than the other.

The Lok Pal or Jan Lok Pal bills by themselves will not totally curb corruption in India. But the crusade by Anna Hazare and his followers has touched a deep nerve in Indians who are fed up with corruption in their daily lives. It has brought this issue to the forefront. For the past 50 years or so, successive governments have proposed versions of a Lok Pal bill which has not seen the light of day, languishing in some committee or the other. Indians have had enough. Hence the outcry across the country. You can call it "firing a round across the deck of the ship" to get the attention of the politicians. Whatever version of the bill is passed, its impact will be minimal, probably curbing some corruption at the higher echelons, for a period of time. The only way corruption in India can be curbed, is if every Indian takes a pledge against bribery,,cheating, and theiving in their personal lives. Unless each Indian plays his or her part c orruption will not end.. Tall order. Personally, I believe that corruption is so entrenched in the Indian psyche that it is par for the course. The din will die down and it will be corruption as usual.

Unfortunately, it is the poor of India who are the most impacted by corruption. But they are so busy eking out a miserable living, that very few of them are involved in this movement against corruption. The ongoing Lok Pal agitation is primarily a Middle class Indian phenomenon.
