Roping in the lower bureaucracy The harassed citizens face daily harassment with impunity at the hands of the lower rung of the ladder This is real agony faced by every citizen at every stage at the Govt. service counters .At the Panchayat levels,getting clearance for personal house constructions, death and birth certificates, residents certificates, licences for establishments, fixing of rents,occupancy certificates etc. is not a matter of rights, but is at the discretion of the functionaries They are to be provided with motor able transport for inspections, a part of their duty., There are no compulsory office hours for the Sarpanch, .He may be present at his own sweet will You may have to wait endlessly for the Talathi as he is perpetually on so called official duty , without any record monitored of his absence at the place of posting There is no notice board displaying the hours of attendance of Sarpanch . Secretary, Talathi and public notice about absence The paying authority very strangely assumes regular presence for effecting payment, wher as in all Govt offices payment is done with reference to the Muster roll. The institution of the Secretary is law unto himself. If you antagonize him , he resorts to all sorts of mischief of delays, rules and regulations.When the Sarpanch is not too well versed with the administration and procedures your problems can multiply. Secretary holding dual charge is a blessing in disguise to add to your woes. Once again his absence from duties does not appear to e relevant relevant, when he is paid the monthly salary Most of the time the stock reply is that he is on official errands, justifying his truancy.The public should be able to monitor the movement register maintained publicly . The mandatory movement register is not in operation at all and caution in this regard is not heeded by the authority concerned They should be officially issued detention orders in writing, to be filled in the place of work and the Sarpanch issue attendance certificate of days of presence at the place of posting The less said about the expenditure of the Panchayat is better I Every one is aware of audits not passed by the Gram Sabha The functioning of this local body is touching every person and there is no attempt to streamline the administration at this level The Panchas are imitating the M.L.A`s in their attitudes. The Panchayat functioning often is remotely controlled by the local M.L.A. and hence their decisions are not entirely independent There will be a coterie owing allegiance to the boss to steam roll the wishes of the boss There is no annual plan available to the citizens to pperuse. The Panchayat rules and regulation manual is not available to us for reference It is a mockery of procedure to hold Gram Sabhas at which, many a times the members are absent and there is nothing in operation that such absence is seriously noted for action Since it is voluntary service .rules do not make their performance actionable Most of the uneducated people are at the receiving end to obtain the services of the Panchayat can the Govt interested in mouthing slogans of Aam admi put the functioning of the Panchayats in order seriously on a priority basis ?
