Bailancho Saad role was evaluated since the time it was formed in 1986, when there were no organizations taking up cases of violence against women and violation of women’s rights. In the last 25 years, BS took up a gamut of issues facing women in Goa . Besides taking up individual cases, it has managed to mainstream gender into every sector and have fought for systems to be in place to address the concerns of women. The meeting recalled the long years of struggle which resulted in the setting up of systems like women police station, State Commission for Women, service providers under Domestic Violence Act etc. , the challenge before women’s organizations now is to ensure the satisfactory functioning of them. The key issue that emerged from the deliberations were that almost all the systems for women are deprived of adequate infrastructure and resources making it very difficult to execute the mandatory tasks. The Women’s Police Station and State Commission for Women do not have vehicles at their disposal. The Family Counseling Centres have stopped operations as no grants are forthcoming and if they do,it is after several months of delay. The Shelter Homes for Women are also facing similar bodies. Instead of appointing full time Protection officers under the Domestic violence Act , BDOs are give additional charge , resulting in low priority as compared to other work. Instead of fortifying justice delivery systems and support structures the government is neglecting it them. Participants equivocally stated that the government is abdicating its responsibility of providing quality service by withdrawing from social sector. It is the duty of the State to ensure that women’s rights are upheld and given protection under the law by State bodies. NGOs do not have powers of state apparatus to discharge those duties. Despite high level of awareness , the participats stated that attitudinal change has been very slow.Female foeticide high girl dropout especially in rural areas, anemia among women and children still exists in the literate state. A concerted study and action plan was advocated. The meeting also discussed new issues emerging due to the new economic and development policies impacting women. The fallout of casinos,alcohol promotion, tourism, mining, environmental degradation, land grab were discussed. The key issue that was discussed was whether the future role of autonomous women’s organization would be to provide services to the increasing victims of prostitution and destitution or whether it should engage in framing good policies. There was a general consensus that there has to be a concerted effort in impacting policy decisions which is pro people at large and not for privileged few. The various attempts to weaken the women’s movements were also discussed. One strategy that was adopted by political outfits and corporate sector is setting up NGOs and then using these bodies to create opposing views within the people for electoral purpose or promoting illegal economic activity. This was amply demonstrated during the anti casino struggle, women fighting in the mining sector, violence against women, communal issues and people’s struggles. Many self help groups have been totally controlled by politicians for the purpose of vote banks. Even in cases of sexual abuse, they are used to indulge in character assassination of victim and give character certificate to accused . Hijacking of issues and detracting from women's rights for other purposes were discussed with respect to high profile cases like Scarlet Keeling , Mahanand , Molestation, Suicide, rape etc Planned campaigns against women’s organization and activists have also been carried out. The meeting resolved to strengthen the women’s movement in Goa and discussed strategies to move ahead. The in house discussion had women from various sections like academics, industry, employees, professionals, women’s organizations, Self help groups, people’s groups.
