That's right doctor. But, the illiterate are vulnerable to political oppression 
and have mechanisms to cope with in a manner which may be wierd for the 
affluent. They know that following the desires of those living in ivory castles 
would be suicidal.
Problem is that the doctors of social reform design their programs sitting in 
airconditioned libraries. The realities on the ground are entirely different. 
When their programs fail they blame it on the corruption. Only getting your 
feet dirty in election campaigning will give you a first hand experience of 
where exactly the problem originates. We have absolutely literate colonies in 
Porvorim but election results will show you that the corrupt and criminal has 
polled the highest votes in these areas. Corruption is not so simple as Anndas 
make it out to be. It is a complicated science in itself.
