ANSWER:
1: Sure.
2: This statement could easily be attributed to Dr. Kui (or his
successor i.e. Dr. Khuim?).
3: It was revealed to Rajan or Sharon in a dream.
On a serious note, I believe Dr. Sequeira was quite good in Maths. He
knew exactly how many seats would go to the MGP and how many to the
UGP. He also, from what I can reasonably infer, knew the number of UGs
who could be 'bought'.
On the other hand, he was probably asking Rajan to give him that chance.
