One Shri Judas Fernandes, of Kevona, Rivona, Sanguem-Goa. has filed a complaint
before Governor, Chief Secretary, Vigilence department and Central vigilence
Commissioner against Shri Venancio Furtado managing director of KTC , the
prevention of Corruption Act 1988, Under Central Civil Service conduct rules
1964 and Under Indian Penal Code. The document on which said Judas Fernandes
has relied upon this correspondent is in possession of the same.
In his complaint filed beofe all the authorities Judas fernandes claimed that
Shri Venancio Saude Futado during his tenure as Mamlatdar of Quepem has done
certain irregularities and taking advantage of his official position he has
amassed wealth disproportionate to his known source of Income.
That Venancio Furtado purchased prioperties without obtaining prior permission
from the concerned authority as required under rule 18 of Central Civil Service
conduct Rules 1964. For the above act said Venacio Furtado is liable for
suspension under rule 10 of Central Civil Service Conduct Rules as per
Government of India Directive, state the complaint further
The complaint further stated that the properties said Vanancio owns or he has
purchsed while in service has not disclosed or rather suppressed in the
statement of Immovable properties submitted by him to the personal department
on 31/12/2010. The properties which said Vanacio Saude Futado owns and list of
which suppressed or not disclose bears survey No. 117/6, 109/63, 117/7 of
Xeldem village of Quepem taluka. Thus said Venancio Saude Furtado committed an
offence under section 13 of Prevention of Corruption Act 1988. The above
mentioned properties have purchased by him unlawfully thus committed an offence
under section 169 of Indian Penal code.
Similarly by giving false statement to the personal department dated 31/12/2010
said Venancio Saude Furtado committed an offence under section 191 of Indian
Penal.
If corrupt officers like Venancio Saude Furtado remains in office then there is
great danger to the administration, states the complaint further.
In the complaint said Judas Fernandes has prayed that pending inquiry said
Venancio Saude Furtaod be suspended under Rule 18 of Central Civil Service
(conduct) Rules and as per Government of India Directives. That assets which
have been unlawfully gained by said Vanancio Saude Furtado be
confiscated/attached.
