Clinicians who are in practice know the
difference between these two. I do not expect scientists or research workers
who for decades have not seen a patient but handled only experimental animals
to be in touch with clinical facts. In a medical certificate a doctor
“certifies” as true to his own findings and knowledge in contrast to a
medical/laboratory report which is just a statement of fact. Indian Medical
Council has clear format for a certificate which a medical doctor certifies,
the requirement of the patient signature, identifying marks, approximate age,
sex, etc need be recorded.

One needs to have integrity and stop deceiving
public in the pretext of having scientific knowledge when one cannot 
differentiate
plain English terms.
