Despite claiming to go back to school and not respond any more on this topic,
the goal post has now moved under a new thread to a "CERTIFICATE RECOMMENDED
FOR LEAVE OR EXTENSION OR COMMUNICATION OF LEAVE AND FOR FITNESS" signed by a
"Medical attendant", and a "MEDICAL REPORT" signed by a "Treating Physician".
The funny thing as well is the obliviousness of the fact that a medical report
duly signed also has to be defended by the doctor in a court of law, if the
need arises, belying the earlier claims that a doctor would be laughed at in
court if he/she states that someone is a smoker or not based on the results of
a cotinine test.
But more importantly, what Falcao appears not to be aware of is that government
departments in India, as well as other countries have many other formats for
medical certificates. Here is another format issued by an Indian state for a
"Medical Certificate" to qualify for a driver's license, to be filled and
signed by "a registered medical practitioner appointed for the purpose by the
State Government or person authorised in this behalf by the State Government
referred to under Sub-section (3) of section 8" with the designation of a
"Medical Officer":

Please note that in this form the doctor certifies whether the applicant is
addicted to excessive tobacco use (which includes smokers) or not. Here is the
relevant question that the doctor has to answer:
QUOTEh . Does he show any evidence or being addicted to excessive use
of alcohol, tobacco or drug? Yes/No……….
