Giving Constitutional status to Lokpal and Lokayuktas is the best solution

Mr Shantaram Naik M.P. and a member of Standing Committee of Parliament on Personnel, Public Grievances and Law and Justice said that giving constitutional status to Lokpal and Lokayuktas would be the best way of creating these institutions.

Mr Naik said he was of the strong view that concept put forth by Congress General Secretary Shri Rahul Gandhi, during his speech in the Lok Sabha, in the last monsoon session, would be the ideal solution and, those who wish that these institutions should be strong, effective and independent, have to welcome Mr Rahul Gandhi’s idea as, it gives more than what they are asking for.

Under this concept, basic law will be laid down in the Constitution, and, the Parliament and State Legislatures, will thereafter, pass appropriate legislations.

Mr Naik said Lokpal and Lokayuktas enacted in this manner will place these institutions on high pedestal, which should be welcomed by all those who, genuinely, want these institutions to be free from any influence, whatsoever.

Mr Naik said as to what type of bill , the Legislative Assembly of Goa should take for consideration, is left to the wisdom of the members of the assembly but, it is strange that when Shri Anna Hazare is strongly opposed to the State Assemblies enacting Lokayukta bills, his supporters in Goa, insist on Goa Assembly enacting such a bill.

Mr Naik further said that when a Central legislation is taking shape and since the concerned Standing Committee of Parliament is discussing all the drafts, suggestions, points of view of various NGOs, eminent social workers and legal luminaries, it would have been prudent if Goa Government too, had waited for the outcome of the exercise carried on by Parliament of India, rather than falling pray to some sections of the people in the State, who have already ditched Anna Hazare by demanding enactment of Lokayukta bill by Goa
Assembly.
