Joe,
This jetty is within walking distance from where I was staying in Panjim
earlier this year. Every evening we would walk on the beaches and when we
approached the jetty, a uniformed police man would shoo us away. One day, I
asked a local what the policeman was saying and he translated, "The jetty is
only for foreigners."
I doubt any govt i.e. city, state or national, in Canada could use tax money to
build a public good and bar the very taxpayers taxpayers from using the same.
