With my personal experiences with the Indian Consulates and Indian High
Commissions over a period of 25 years of travels to foreign lands as a
shippy,
I think I could write a BOOK.

The Classic experiences are at Indian High Commission at Lagos/Nigeria  and
the Indian Consulate at San Francisco in the 80's.

The bitter taste of dealing with one GOAN  named Floriano Lobo must be still
lingering in the mouths of the High Commissioner, Lagos and the Consul, San
Francisco.

USA, is also
similar. It all depends on who is attending to the hordes waiting to be
served. From one
day to the next the response can vary. There does not seem to be any
consistency in following the regulations.
