What can one make of a people's movement giving such feeble replies?
"Goa Bachao Abhiyan vowed to take up various objectionable policy decisions in
the notified regional plan, with Town and country planning department, even as
it reiterated its demand that the plan should not be scrapped simply because it
is still open to corrections." (Herald, 2/12/20011)
It does not end there. Are these the words of Government appointed
interlocutors or Consular Generals or agents? Is this what one would call a
people's movement?
"If you take the issue of roads, it was the issue of a PWD circular of 1977
that defined Major District Roads as 25 metres and main Panchayat roads as 15
metres, these have been reflected in Regional Plan of 2001. If the Regional
Plan 2021 is scrapped the regional plan 2001 will come into force. The 2001
plan is not open to corrections but the 2021, is. Besides the government has
assured that no houses will be demolished and have asked gram sabha to decide
width of internal roads," Martins said adding that this was the only recourse
for villagers to get road widths, reduced.
She also informed that they would take up the issue of objectionable policy
decisions with the TCP department.(Herald, 2/12/20011)
The sell out of the people is even more evident.
"Martins also urged the villagers to give their objections to the plan in
writing, rather than just opposing it at gram sabhas. "Lots of things are
appearing in newspapers, and TCP tells us that nothing is submitted in writing.
The panchayats should at least say why they are not accepting the plan so TCP
and SLC knows what is wrong," Martins said." (Herald, 2/12/20011)
Is this privileged treatment and privileged information to a people's movement
by government?
SLC will divide the written requests based on detailed corrections, zone
changes and call people, village by village to do corrections.
GBA will also take up with the government, extension of last date for
panchayats to submit requests for change saying that many gram sabhas are being
held on December 4th. (Herald, 2/12/20011)
