The Five reasons to dread areas in RP-2021 as certified by GBA
1. Classification of ECO-1 and ECO-2. Khazans fall in ECO-1 while Salt pans
and Fish farms fall in ECO-2. Private Forests are put in ECO-1 and Natural
Cover in ECO-2. [Natural Cover Zone will include considerably vegetated areas,
probable private forest areas which need to be surveyed and may consist of
cashew plantations, general tree cover, social forestry, some areas of kulagar
or other green cover. This Zone is introduced by carving out areas from the
existing Orchard Zone in order to protect maximum green cover from development
pressures.]
2. ECO-TOURISM as spelt out in Chp IV paras 4.2.2 a. onwards in Release 1. This
is dynamite when implemented on ground - " 2) Such development shall not be
permissible in areas which are mapped as Eco-I zones. However for area
calculation the entire plot area shall be considered."
3. Agro-based Eco-Tourism again in Chp IV paras 4.2. 2 bin Release 1. "All
such development must follow the guidelines for farmhouse and shall strictly be
eco friendly structures. These structures could be used for tourism
purposes..". This is how it will unfold when a retired IAS officer sets up a
Farm house on Curca hill slope or a rich keralite builds a one storeyed farm
house in Pomburpa paddy fields.
4. Micro-Industrial Zones (MIZ) in Chp IV paras 4.5 in Release 1. Five hectares
of land in a sleepy village of Goa is equivalent to 5 football grounds. Is
anything in Goa known to remain micro? Greed always expands.
5. APPENDIX XI on PERMISSIBLE LAND USES IN REGIONAL PLAN 2021 of Release 1. The
Pressure cooker steam release valve that will nullify your entire RP-2021 isa
provided for in one column under "USES PERMITTED ON SPECIAL GROUNDS'. Special
citizens need Special grounds for Special games.
LET US NOT FORGET THE CONFLICT OF INTEREST of the Fathers of RP 2021 who offer
specialist services in designing Farm Houses on hill slopes and in Paddy fields
for filthy rich migrants. After all it sells under the label of eco-friendly,
isn't it?
