Please refer to your application dated 16-11-2011, received by this office on 24-11-2011, from the Director of Accounts, Panaji vide letter No. DA./Admn/19-40(275)/11-12/1524 dated 21-11-2011.

In this connection, it is informed that whether the Governor is or is not a Public Authority under the Right to Information Act, 2005, and other related matters are presently pending consideration of the Hon'ble Supreme Court of India. Hon'ble Supreme Court has been pleased to stay the effect and operation of the judgment and order dated 14-11-2011 of the Hon'ble Bombay High Court, Bench at Goa, in the subject matter.

The matter is sub-judice, and therefore, no further action at this stage is possible.

COMMENT:
This is for the information of all citizens of Goa. The undersigned has persisted that the Raj Bhavan give all detailed accounts of the running of the Raj Bhavan from 2001 to 2008 in the earlier application made under the RTI Act 2005 in 2009. The same application has been renewed after the order of the HC of Bombay at Goa dated 14.11.2011 that the Governor is the public authority, with the additional request, that I should be supplied with the list ( with or without photographs) of all the antique furniture that the Invading Indian Army has received from the out-going Portuguese Governor in December, 1961, as well as the list of furniture that exists today. This is to make a comparison as to what is existing and substituted and what has been looted by the successive Indian Governors of Goa. We have information that truck-loads of material have vanished from the Raj Bhavan immediately after the invasion and annexation of Goa into India, illegally, without the mandatory UN required 'referendum' to be given to the so called liberated people of Goa to declare that they want to join the Indian Union or remain separate.
