Every year a charade is played in Goa religiously and without fail..
The charade starts with the night markets that spring up with the start of
the tourist season. The authorities keep insisting that they are security
risks and keep on delaying the various permissions required by the
operators to start operations. This is just a ploy to extract more vitamin
M from the organizers. The 'hafta' casts a wide net. Officials high and low
covering a wide spectrum of Government Agencies and Ministries are all in
the game. Every one is in suspense and then when all seems lost, the
permissions are mysteriously given. All the previous objections like
security risk, sound pollution, parking and traffic management are all
swept aside with the stroke of a pen and hey presto every one carries on as
usual laughing all the way to the bank. This is a classic example of how
the threat of cancellation is used to extort. Solemn warnings are given
that this is the last time such permissions will be given. Come next year
and the charade will be played once again.
