It is pointless to give such suggestions to the idiots sitting in the
elections commission, here in Goa as well as in New Delhi.
Why I say this is because, yesterday I called EC to say that I wanted the
10-Aldona Constituency Electoral Roll and that I was the Gen. Secretary of
Goa Su-Raj Party.
The person who answered my call was a peon, probably, and told me to speak
to the Joint CEO or someone else. I told him to connect me to CEO himself.
He said no one was in the office. Frustrated I asked him to at least connect
me to the toilet commode so I could speak to someone, that I was coming to
the EC just now and that I want the Aldona roll.
So I went to the EC office and everyone was out. No one knew when they were
coming back. So I started blasting everyone out of place. I was asked it I
have applied for the roll. I said I don't need to apply, that I am a
political party, that I am paying for the roll and it should be sold to me
like they sell bajjias on the pavement. Everybody started moving and at
last they came to say that all of the Aldona rolls have been given out and
that not a single copy is available. So I asked for the photo roll CD.
Answer was negative as they don't have photo roll CDs. No Electoral Roll. No
photo roll CD and you have declared Elections for March 3? I told them that
I was going to visit them again the next morning and they better give me the
roll or else.....
Today I went there and the scene was the same. The brass was in a meeting
and couldn't be reached. So the next best thing I did was to threaten them
that I was going to walk into the meeting and disrupt it if I didn't get the
roll just now. Movement started in earnest panic. Somebody opened a cupboard
somewhere and took out the only remaining Official copy of the Aldona Roll
with the Supplement, quickly made a receipt for Rs. 1970 and handed me the
Roll. Believe you me, if even God wants one Aldona Electoral Roll, Goa EC
does not have it. The only person who had a good laugh is JULIA, the CEO'S
PA.
With this situation, what better do you expect from these jokers??
The staff is already joking that this time a full platoon of 'women
observers' is coming down on Goa to visit the Goan beaches. That they have
ordered some sexy bikinis to be displayed on the racks at the EC Altinho.

If anyone has shifted residence to a different city, the present
procedure for changing of names in the electoral rolls is so tedious
and time consuming, that it is easier to just register afresh in the
new location.
In order to avoid such double registration and consequent possibility
of bogus voting, the Election Commission can instead adopt a very
simple procedure.
Voters must just produce the previous election card along with proof
of the present residence (telephone bill, house tax receipt, etc). The
change of address can then be instantly made by the staff on the
computer and all details transferred to the new constituency. No need
of all the documents produced earlier, of travelling back and forth to
both locations, of standing in serpentine queues at both places, of
attending pointless hearings and best of all, no frustration and waste
of several days to get this done.
I hope the Election Commission will adopt this suggestion so as to
enable those of us in this situation to be able to vote in the
constituencies we now reside in.
