The press release from the EC says "62 Congress candidates, 54 BJP
candidates..." It is obvious that there are more Congressmen in some
constituencies than the "official" one. Ditto for BJP. I am not sure
if under the law a party can allow its non-official candidates to use
the official symbol or if the EC allows more than one candidate under
the same party and on the same symbol in one constituency.
