Porvorim police open probe against Govind Parvatkar 2012-03-04 Acting on two complaints filed by Adv. Aires Rodrigues on Feb 29th, the Porvorim Police has initiated a probe against the alleged misdeeds by Govind Parvatkar.
In the first complaint Adv. Aires Rodrigues has named Govind Parvatkar and his wife Usha Parvatkar as the accused for the fraudulent manner in which they acquired a plot from the Serula Communidade at Porvorim through an alleged false affidavit filed by Mrs Parvatkar. In her affidavit she claimed she was landless though her husband Govind Parvatkar was a co-owner of his deceased father’s house at Carambolim. The complaint also pointed out to a violation of the Communidade law by Parvatkar leasing part of his premises to a bank for commercial purpose. Since no permission had been obtained for such conversion to commercial purpose the plot was liable to be reverted back to the Communidade. In his second complaint, Adv. Rodrigues has stated that Govind Parvatkar whilst he was Chairman of the Industrial Corporation of Goa (IDC) in 2004 had applied for himself a plot at the Kundaim Industrial Estate and that though he withdrew the application and resigned as Chairman of IDC, he soon managed to revive his withdrawn application and got the same plot allotted to him. Stating that Mr. Govind Parvatkar had misused his position to get a prime plot allotted to him, Adv. Rodrigues has stated that the plot could not have been allotted since it was in the demarcated open space and that the plot was not advertised to enable the public to apply for the same. Adv. Rodrigues has also drawn the attention of the Porvorim police that the Comptroller and Auditor General (CAG) audit report in 2003 points out to the financial loss caused to the Industrial Development Corporation (IDC) during the tenure of Mr. Govind Parvatkar as Chairman, whereby an overdraft at a much higher rate of interest of 13 % p.a was availed of by IDC from Centurion Bank when the going interest rate at that time was 9.25 %. Adv. Rodrigues has also stated that the audit report further revealed that the overdraft was obtained when IDC had surplus funds available and did not require an overdraft, thereby causing a financial loss of Rs 1.23 crores to the Corporation. Meanwhile, Adv. Aires Rodrigues has today challenged Govind Parvatkar to file a defamation case against him. Adv. Rodrigues has stated that all the allegations of corrupt and unlawful acts against Govind Parvatkar were based on documentary proof obtained under the Right to Information Act and that the official records expose the blatant misdeeds and irregularities committed Govind Parvatkar.
