Highlights (Analysis of criminal, financial, ITR, gender and other details about newly elected MLAs of Goa) Goa Election Watch (GEW) has analyzed affidavits of all 40 newly elected MLAs of Goa 2012 Assembly Elections. Out of the 40 MLAs analyzed for Goa Assembly Elections, 12(30%) MLAs have declared criminal cases against them In 2007 assembly elections for the whole of Goa, 9(23%) MLAs had declared criminal cases against themselves. Amongst major parties, every party has MLAs who have declared criminal cases. BJP has 7 out of 21(33%), INC has 3 out of 9(33%), GVP has 1 out of 2(50%) and 1 IND MLAs out of 5(20%) have declared criminal cases. Out of these 12 candidates with declared criminal cases, 3 have declared serious criminal cases like extortion, abetment of suicide, voluntarily causing grievous hurt etc. declared against them. INC has 2 and GVP has 1 such MLA. Among these 12 MLAs who have declared criminal cases against themselves, the following MLAs have declared the highest number of criminal cases against them: 1) Fransico Xavier Pacheco (of GVP, MLA from Nuvem) has declared 10 cases against himself including charges related to extortion and abetment of suicide, 2) Atanasio Monserrate (of INC, MLA from St. Cruz) has declared 2 cases against himself including 3 charges related to Voluntarily Causing hurt and 3) Jennifer Monserrate (of INC, MLA from Taleigao) has declared 1 case including 3 charges related to Voluntarily Causing hurt. Out of all 40 MLAs analyzed from Goa 2012 Assembly Elections, 37(93%) are crorepatis as compared to 55% crorepati MLAs in Goa 2007 Assembly Election. The MLA with maximum assets in Goa is Pratapsingh Rane of INC from Poriem constituency with Rs 25.87 crore, followed by Vijai Sardesai an Independent MLA from Fatorda constituency with Rs 25.21 crore and Jennifer Monserrate of INC from Taleigao constituency with Assets worth Rs. 23.07 crores. 3 MLAs have declared assets of less than 1 Crores. A total of 12 (30%) MLAs out of 40 analyzed declared liabilities of Rs. 1 crore and above. Among major parties, the average asset per candidate for INC is Rs 13.41 crores, for MGP is Rs 6.78 crores, for BJP is Rs 4.96 crores and for GVP is Rs 4.43 crores. A total of 20 (50%) MLAs (out of 40 analyzed) are graduate or with higher educational qualifications. Only 2 (5%) MLAs (out of 40 analyzed) are 8th pass and below Out of 40 MLAs of Goa Assembly Elections 2012, only 1 (3%) MLA is woman. Highlights (Analysis of asset increase of newly elected MLAs who also contested the 2007 elections) Number of re-contesting MLAs analyzed for Goa 2012 Assembly Elections whose complete affidavits for 2007 Assembly Elections were also available– 27 The average asset of these MLAs as declared in 2007 is Rs 2, 68, 60,987 (2.68 crores). The average asset of these MLAs as declared in 2012 is, Rs 7, 27, 34,267 (7.27 crore). Average asset growth for these re-contesting MLAs is Rs 4, 58, 73,280 (4.58 crore). Average percentage growth in assets for these MLA is 171%. Vijai Sardesai contesting as an IND from Fatorda constituency has the highest increase in asset worth Rs.19.75 Crores (from 5.45 Crores to 25.21 Crores), followed by Pratapsingh Rane of INC from Poriem constituency with an asset increase of Rs. 17.04 Crores (from 8.82 Crores to 25.87 Crores) and Pandurang alias Deepak Dhavalikar of MGP from Priol constituency with an asset increase of Rs. 11.98 Crores (from 1.41 Crores to 13.40 Crores). The highest percentage increase (1559%) has been for Alexio Reginaldo Loourenco of INC from Curtorim constituency. His assets rose from 7 lakhs in 2007 to 1.16 Crores in 2012. He is followed by Pandurang alias Deepak Dhavalikar of MGP from Priol constituency with a percentage increase of 848% (from 1.41 Crores to 13.40 Crores)and Laxmikant Parsekar of BJP from Mandrem constituency with an increase of 749% (1.26 Crores in 2007 to 10.74 crores in 2012). Lavoo Mamledar of MGP, elected from Ponda, is the only MLA who has shown a decrease in his assets. His assets decreased by 25%, from 1.81 Crores in 2007 to 1.35 Crores in 2012.
