I have gone through the Goa Budget 2012.

And I must say that Manohar Parrikar has been working on this budget speech for all the years he was anxiously waiting for occupy the CHAIR. AND, from the first, superficial reading of the Budget 2012, I have a feeling of EUPHORIA.

All this while I was un-selfish. From now on I want to be selfish for a change. And I am certainly going to claim Rs. 1000/- per month housewife allowance for Mrs. Lobo and Rs. 2500/m for Mr. Lobo as a retired SEAMEN allowance. I have already dished out my CDC from the antique collection.

I am happy that Goa Su-Raj Party's Road Map figures in this budget to the extent of bridges and river transport. I would have wanted 'hydrofoil' ferry services between Aldona/Calvim to Panjim to be revived since it's stoppage immediately after 1961. Hopefully, the Dona Paula - Vasco ferry service will be hydrofoil based ( like Venice to Lido in Italy and elsewhere in Russia etc.)

I am particularly enthused about the Truck terminuses and Parking lots in Cities and Towns and motor cycle/bicycle tracks too. The idea of the Exhibition cum Conference hall is wonderful. This can be used to exhibit all new projects like bridges, etc by various builders/firms so that people can vote for one they like. More votes, you get what you want. I would have been happy if an autonomous TENDERING CELL was created so that all TENDERS emanate from this CELL ( WITH NO COMMISSIONS TO MINISTERS ETC).

Sadly, flyovers are missing. We need one at O'Coqueiro and Mapusa/Bastora junction badly. I have not seen any mention of GICA sewerage for Margao, Calangute belt and Mapusa. Maybe this so because is it paid for by the Japanese Government.No mention of CBI and ED to get permanent residences in Goa. If these cells are put to good use, people of Goa will have nothing but meals made out of CURRENCY NOTES which are salting in Minister's and Ex-Minister's godowns and underneath their tiled floors in secret cavities.

I shall be reading the budget speech of Manohar Parrikar more closely in time to come and will want to comment more on the positive aspects of his very encouraging budget. I would want him to set up a corpus for the RTO to regularly air the TRAFFIC RULES on cable TV as advertisements with visuals. Give the public upto 3 months to be familiar with the new Traffic Code and to be guided through warnings only and no talaos. After three month, upwards of Rs. 500/- for any traffic offence and cancellation of driving/riding licenses for life for drunken driving causing serious accidents. This will save a lot of lives who will want to live to enjoy the new budget.

Am very happy about enhanced agriculture in the State.

And last but not the least, I am not at all happy with Manohar Parrikar adopting Robert Frost's quote to say: "I have promises to keep, and miles to go before I sleep. Miles to go before I sleep..."

We have already seen one dynamic person who would never want to sleep going for the eternal sleep. My sincere advice to Manohar Parrikar is to RELAX, keep office timings, decentralize, hold people accountable, enjoy a popaya juice once in a while ( and a cigarette too in moderation ) at Mapusa Alankar whether Tara Narayan likes it or not.

PS: I have already got the taste of Manohar Parrikar's will to tighten-up the governance and also make it simple. I had a couple of POAs from UK to be endorsed by the Additional Collector. And I had expected to make one or more trips after delivering the documents. But surprise! surprise!, My documents got processed right away and though I was late to pay the Rs.10/- fees ( the cash closes at 12 sharp), a little chat with the department head got me my receipt. 'Hello' and 'most obliged' for signing the documents to Mr. Sawant ( Add. Col) and I drove home a very very happy man.
