I am not sure that I will succeed in clear your thinking.
However, I could suggest that you please read the relevant section in
the Indian Constitution
For starters, please be advised that a Govt (as in the Executive) did
NOT elect Mr. Shantaram Naik.
For more advanced review, please read the topic on the 'Separation of
Powers'. Google it and you will enlighten yourself wrt the difference
between the Parliament (legislature) and the Govt (the Executive).
