The normal modus operandi of any/all past governments of Goa has been 'no
after-sales service' aka no maintenance until the work has been tendered
again.
This has translated into getting the same work tendered for much higher
amounts than previously tendered for, keeping in mind the 10 to 15 per cent
commissions that the concerned minister/s have been taking home, resulting
in inferior works ( may it be roads, bridges, public buildings etc) and
hence recurrence of tenders, commissions, etc etc. In the end, the
tax-payers have lost in a 'no win' situation and the powers that be have
become richer and richer with the price for a vote come election time going
through the sky. [It is believed that one candidate who was an ex-minister
dished out Rs. 1000/- each to a family of 4 in Moira without checking that
their names even figured on the electoral rolls].
For any sincere government worth it's salt, the tendering process should be
weaned away from those who will directly benefit, preferably making it an
autonomous body with checks and balances installed to detect deviations and
frauds. This can be only done if the samples analysis laboratory too is made
an integral part of this autonomous tendering body for public works. The
result of this policy will be that the public works that are undertaken with
the tax-payer's money shall last for a period they are supposed to last,
therefore saving a lot of tax-payer's money on public works.
With regards to maintenance works, again there should be a well managed
maintenance teams connected to each of these departments such as Power, PWD
(roads/water) etc.
When Goa Su-Raj Party takes over the Governance of Goa, all the above things
will happen at once. For example, let us take both of the above departments.
As far as PWD (roads) is concerned, each taluka will have a repair and
maintenance team set-up with (1) A medium sized truck which carry the
hot-mix and which will pull (2) A diesel run air compressor of the capacity
enough to power (3) A pneumatic rammer/compactor and (4) A team of 2 to 3
workmen. A central maintenance control room shall be set-up where any
citizen may call to identity the type of damage that exists on any road in
Goa and the priority that is required for it's attention. This information
shall be passed on to the respective maintenance teams who shall execute
the works on priority basis and move accordingly to execute the requirement.
Thus any damage to the road anywhere in the taluka gets attended to with the
repair team moving with the material (hotmix, rubble, aggregate, etc) in an
organized manner.
If Goa Su-Raj Party was in power, the stretch of road ( for example) between
Olavo Ribeiro Hospital and the Altinho main road, where moon craters and
gouches swimming pools in the road have existed since the road was last
tarred some eons ago, and getting worse and worse by the day, would have
been attended to in no time. God only knows how many backs and limbs of
two-wheeler riders have been broken so far to have contributed to the
coffers of our ex-health minister Vishvajeet Rane. BTW, I stopped my
two-wheeler at the Mapusa Church - Comunidade building where the trench in
the road had existed for months together and which has been plaguing the
riders/drivers on every day basis, and thanked Our Lady of Milagres with a
small prayer to Bless whoever it was that took the initiative to put some
tar-n-grit to even it out. But even as I hoped that the stretch of road
directly in front of Remanso Hospital also had a miraculous cure, I was
disappointed.
When we mean 'GOOD GOVERNANCE' it does not mean that people want money in
their pockets by way of doles. All it means that the money that they work
for and toil and which need to remain in their pockets must remain in their
pockets for legitimate use and not snatched away to be spent on things due
to the direct irresponsibility in the functioning of the governments.
Goa Su-Raj Party will see to it that any hot-mixing of roads or major repair
works shall be executed only between 12.00 a.m. and 6.00 a.m. as a matter
of standard policy when the road traffic is the minimum. So also all the
garbage clearing, cleaning & sweeping works in the cities and towns shall
start at 4.00 a.m. and end before 5.30 a.m. Heads will roll, otherwise, like
baby doll's.
Hopefully, the 'good governance' of the Manohar Parrikar government shall
borrow the above hints and not make us Goans wait until Goa Su-Raj Party
takes over.
And we shall certainly not make a bone out of it, if he does but on the
contrary profusely thank him for doing it.
