Casinos bring very easy money to the coffers of a state as in the case of
Macau. It has to be heavily regulated (Nevada regulations are also implemented
in the gaming industry in Macau). Casinos can cause heavy damage to young
people working there as it causes addiction. Macau youth work as croupiers in
this massive casino complexes. It brings loads of money for them as they
are well paid. But many can not separate between working and playing end being
addicts and the final result can be fatal. Besides, in the case of Macau, gov
employees are not allowed to play during the year except during the chinese new
year festivities.
I believe for Goa the casinos should be pushed into the Arabian sea, invite
those very rich ghantis and take all their money to then develop Goa that is if
the governance is serious to work for Goans rather than make those VCD's.

After all, didn't our legislators of the time show some degree of
verbal abilities, when they added 6 (or was it 16) words, to make the
Goa Public Gambling Act into a law to permit gambling, when it was in
fact a law intended for exactly the opposite purpose! On this issue at
