You have hit the nail on the head Mr. Samant. Just have a look at Schedule 3 of the panchayat Act for the miserable post liberation tax rates and fees. Your disgust is perfectly justified. What this budget helps generate is a parasitic and predatory type of economy. It does not intend to build and economy self-reliance of the people. Someone slogs and he is fleeced to pay for those who literally survive on doles, schemes and waivers of government loans. I have called this budget a Bhimaru Budget for a Progressive State. The BJP fans think I am Congress while the Congress fans claim I am BJP. That is expected in a culture and politics that is intolerant to dissent. I shall say what I have to say as a staunch supporter of Panchayati Raj. The scrapping of house tax in panchayats is equivalent to totally banning mining in Goa. Keep speaking. Truth shall prevail.
