Silviano! This is a very clever and well explained suggestion! U should get all the support from the Govt. of Goa and all Goans in general; except may be the 'marathi-wadis'! We Goans can just ask the Goa Govt. to interact with the Delhi Govt and then complete the job. Nascy Caldeira
