Bwana D'souza, Rules are only of value if they are enforced. Secondly, all over the world, there is that certain tribe of two-wheel riders who believe that they are above the law or that they will never be in any serious collision. For these people, bending the rules is almost a sport. At times however, you do get govts as guilty of negligence as the two-wheelers.
