Dear Goans,

Let us put the much talked about in recent days 'MOPA' under the 'Laser Line Combiner microscope' to detect the fault-lines which can never be detected through any other ordinary microscope, so that Goans do not make a mistake of the Century in denying themselves their throbbing LOVE, G O A.

First, let us focus on the Indian Navy which has been occupying Goa's Civilian Airport, Dabolim, as the 'spoils of war'. Not only did the Navy sell us 'gullible' Goans the novel idea that it has 'liberated' our Goa from the Portuguese in 1961, but also it has reduced us to a state of being 'zombies' to believe that the Navy, in perpetrating the illegality of this maha occupation, is also trying to make us believe that it's continuance of our beloved Dabolim Airport is in the interest of the 'security' of the Indian Nation as a whole, which by the way is totally false.

Even if this was true, does our tiny 'Goa' have to be burdened with such a vast responsibility, that it has to host this 'fake Navy' in Goa to continue to have it's parallel Naval Installation in Goa to the detriment of Goa's own survival when thousands of crores of rupees have been spent by the Nation to establish a war horse modern and sophisticated 'Sea Bird' Naval Air and Submarine Base at Karwar, merely a stone's throw away? Does the Navy in Goa want to tell us Goans that a few scattered training flights for their raw pilots is the defence security of the Indian Nation and of Goa in particular, when a flight under training could land on top of the mass of petrol tanks in Vasco and make a bon fire, not only of the Vasco City, but of entire Goa? Has this unparalleled defence of India Navy at Goa ever attempted to send it's trainee pilots flying over the Goa's territorial waters just off Mormugao to detect and identify the super tankers that off-load their slop tanks full of 'COW' [ Crude Oil Washings] to come clean at Gulf load-load ports, resulting in marring of our Goan Golden beaches with tar balls? Is this Excellent Defence of India Navy here in Goa only to dance with the Navy Queens at Navy Balls, drink, make merry, grow pot bellies and enjoy picnicking on Goa's off-shore islands, wanting them too under it's command in the name of defence security? Is Dabolim to be at the use of the Navy's helicopter trainee pilots , to land helicopters at places like Khorlim in Mapusa, in the thick of the residential area to pick up their girl friends on dates?, telling us that no commercial flights can land when these stupid training sessions are ongoing?

That successive Goan Chief Ministers, starting with the first Chief Minister Dayanand Bandodkar, followed by his hare-brained daughter Shashikala Kakodkar could never muster enough guts to ever to tell the Navy to scoot from Goa is another matter altogether. They could only consume themselves with the failed mission of taking Goa into Maharashtra. In the end all that has been accomplished is the changing our dear 'PANJIM' to the Maratha 'PANAJI' which we true Goans hate to our bones. The less said about our so called other distinguished Chief Ministers, the better. Most of them were the clones of the MGP with merger of Goa into Maharashtra as their mission. Incidentally, one such useless, motor-cycle-pilot-turned-Chief Minister of Goa, instead of telling the Navy to scoot, even handed-over Goan Anjediva Island to them on a silver platter like it was his 'PAICHO FAT'. Did Goans utter a word in opposition to this? Why? Of course not for the simple reason that ' Zombies' cannot. They can only nod their heads in assent.

Who do we think has floated the idea that Goa needs a separate all Civilian Airport? The Navy, Of course. Why? Because it wants to rid the nuisance of managing the civilian flights at Dabolim and have the Dabolim run-way to hold their prized Navy Queen Balls. And who has identified MOPA as the site for the new generation Goa's Civilian International Airport if not the MG wallahs? so that the merger of Goa into Maharashtra takes place from the back-door, the front door having been closed by the white-beaded Goan at heart Dr. Jack de Sequeira - the true Moidekar Goan Patriot. Being a Moidekar myself, pride oozes out of my every pore, frankly speaking. In the event that MOPA does take shape, more specifically it being tom-tomed as a PPP project, will the operators cry hoarse of not making enough business with civilian flights land and taking off at Dabolim airport? Will this not give the Navy the excuse to shut off all civilian flights and keep Dabolim for it's exclusive use?

Coming back to the present, the Goa BJP, if it wanted the late Goan patriot 'Matanhy Saldanha' into it's camp to send a signal to gullible Goans that it has changed it's colour, MOPA had to be out of the Election Manifesto 2012. Why? Late Matanhy could not allow this. It is a fact that Matanhy was sweet on the BJP because he hated the Congress' guts. But he was on record for having opposed the Navy's illegal occupation of Civilian Dabolim Airport as also the hare-brained MOPA idea. He has gone on record that he would be against any Chief Minister or Chief Minister to be who promotes this MOPA aberration, calling it a scam and a money making racket. And, it is impossible that Manohar Parrikar was not aware of Matanhy's preferences when he had publicly declared at Matanhy's funeral that he, as Goa's Chief Minister, will promote his legacy which meant two things that Matanhy stood for. (1) Dabolim to be Goa's Civilian Airport sans the Navy and (2) Special Status for Goa.

So, why the diversion through finalizing the MOPA proposal in a hurry?

A catch 22 situation, here. In all probability, Manohar Parrikar's election campaign has been financed by moneyed touts and heavy politicos who have made a speculative investment in large chunks of properties in the proximity of MOPA Airport to be, extracting a promise from him to do just that should he sit on the chair of the Chief Minister of Goa. Could Manohar Parrikar delay clearing MOPA, now that he was indeed the CM of Goa? He knew hell would break loose in Goa. On he one side his very own well meaning confidants and comrades in Goa and world over would cut his throat for initiating MOPA again, at this stage. He couldn't escape that. On the other side he had to please his financers and god fathers on MOPA.

I believe that Manohar Parrikar is a shrewd and calculating man. He has started the controversy and knew very well that he had to douse it with cold water sooner than later. He has done this exceedingly well. And I Salute him for that. On the one hand, he has, on the excuse of a feasibility report, put MOPA on hold at the moment. Here, he is not fooling anyone. If at all, the feasibility report comes first before clearances. However, like the Indian Navy, he too feels that non-IIT'an Goans are stupid, bordering on ignorance. On the other hand, he has given a green signal to Alina, having held her hand to put her signature on the BJP membership form. She would not do it unless and untill MOPA was off. It is alright for Alina to tell Goans that she is for Dabolim as well as for MOPA. We Goans will ignore this faux pas. But she still has time to go through her late husbands files, and if she really does not know the contents of those files (which we do not believe she doesn't) she has time to see for herself what he actually stood for.

We Congratulate Ms. Alina Saldanha in advance of her being appointed on the 6th. of May, as Goa's first woman minister without getting elected to hold the most important to Goa - the Environment and Forest Ministry of Goa to chart the course of rectification that her late dear husband would have charted sans doubt for a healthy Goa.

And again, we wish her all the success in getting a massive land-slide victory in the Cortalim by-elections, of which we are absolutely sure.

Goa has too many things to be rectified to bring back the name 'GOA' in all essence. But there are only three things that the promissing Goa's CEO must do if s/he wants to enjoy the patronage of Goans world-wide. (1) Unequivocally tell the NAVY to get lost from Goa's Dabolim to wherever it wants to go and hand-over Dabolim Airport to Goa's Civilian Authority, (2) Scrap MOPA from the face of Goa, and (3) At the first opportunity, have the Resolution passed in the Goa Legislative Assembly to pave the way for the deliberations to start in the Indian Parliament to give Goa the Special Status vide Special Provision under Article 371A, through amending of the Indian Constitution for the 98th time to include Article 371A(2) in the like manner that Nagaland has been given Special Powers under amended article 371A(1).

If Manohar Parrikar can do this, he can continue to be Goa's CEO as long as he wishes for all we care. But if he fails to do this, then surely Goans will install a Goa Centric Goa's CEO come 2017 through setting up of Goa's own High Command in Goa for the second time in 56 year history of the so called 'liberated Goa', when GOA will have been actually LIBERATED.

And of this I am totally and absolutely optimistic.
