Chief Minister Manohar Parrikar had on 6th May announced publicly that the Goa Lokayukta bill was already on President Pratibha Patil’s desk for her signature.
On 7th May I spoke to Rastrapati Bhavan officials who informed that the Goa Lokayukta bill had not yet reached them. It was later revealed that the bill reached the Rastrapathi Bhavan only on 8th May. The Chief Minister himself later agreed that it was the Chief Secretary who had misinformed him on May 6th that the bill was already with the President of India.
