To add to the confusion caused by the "temporary" traffic roundabout, is the 
lack of clear rules/guidance about the meaning of a traffic roundabout.
 
In every country that i have visited or driven in, cars already in the 
roundabout have the right of way.  I observed that in Goa this is not the 
case.  I even asked the RTO inspector who conducted my driving test...who had 
right of way in a roundabout.  He did not know !  He said whoever was on the 
road.
 
So to add to the confusion, the general lack of civic sense and driving 
courtesies, we now have a traffic roundabout that means nothing to the average 
driver in Goa, except that it is
one more obstacle to be surmounted in the pell mell helter skelter driving 
scene here.
