I have applied (21 May 2012) to the Dy. Collector (north) at Mapusa for a conversion of 255 square meters in my own plot where my house exists, i.e. settlement area. Giving a long gap, I visited the SDM's office yesterday ( 12 June 2012) to investigate the status of the file. And I must say that I was surprised to see that the file was waiting for my attention.

My attention?

Yes, my attention. In that, I have to deliver the love-letter drafted by the SDM to all the departments concerned which are (1) The Forest Department at faraway Ponda, (2) The Mamlatdar (upstairs in the same building on the second floor) & (3) The Town & Country Planning Department ( again upstairs in the same building on the third floor).

Not amused, I saw the SDM, Mr. Shamba Shetye and we had a friendly chat. I asked him as to why is an applicant required to run from pillar to post with these deliveries and collections. If it could not be done through a Single Window clearance where the applicant only come when the fees are to be paid. Either the applicant gets the clearance or his/her application is rejected. I also told him that I will have to make a trip to Ponda once, to deliver your love letter. Then make another trip to pick-up the RFO for the site inspection if there are trees to be cut ( which I do not have). Then I have to drop him back to Ponda and also pay him Rs. 300/- for his time which I believe he demands ( and has been paid at least by one applicant that I know of). Besides, I said to him, the other two departments are just above you. Cannot your office boy deliver these love letters to these department and be recorded?

He smiled and said. Loboji, you are a political party. You open-up a SINGLE WINDOW and it will be appreciated. We are donkeys here. We have to sit down and get up to instructions.

I thanked him and left, dreading a trip to Ponda especially now that the rains have started in earnest.

Goa Su-Raj Party's Road Map for Goa (released on 20 August, 2005) has this in it's CAPTER [XX] INDUSTRIES [ which BTW shall be applicable to any/all Authority where the application is made]

1.      Single Window Clearance:
Introduction of a 'Single Window Clearance' system shall be the aim of this Party whereby an entrepreneur shall not be required to run from 'pillar to post' to get the required clearances, including environmental clearances and N.O.Cs from various self-governing bodies and institutions. The entrepreneur shall not be required to meet with the industries minister or the chief minister for setting up of any industry. All departments dealing with the issuance of clearances etc. shall be streamlined to work according to time limits and shall be held accountable for delays. The jurisdiction to sanction industries in Panchayat/Municipal areas shall be clearly defined. Industrial training for manpower/labour requirements prior to the setting up of any industry requiring specialized work-force shall be made mandatory to generate local employment. Certain sensitive industries, if any, that may require local partners shall be identified. Industries that are welcomed in Goa shall be listed in the 'Department of Industries' brochure along with Government subsidies, if any, and other facilities such as local/central tax holidays etc including a full and complete guidance to the entrepreneur of the procedural requirements of the State Government as well as those of the Central Government, including the entrepreneur's IEM Registration (Industrial Entrepreneur's Memorandum) with the Industries Ministry, New Delhi. The Industry's application folder shall be designed to contain everything in the way of forms to be filled-in, detailing land, financial, power, water etc. requirements even to the extent of declaration of wastes and by-products, effluents generated, their treatment & disposal, so that the entrepreneur as well as the Industries Department is totally and fully guided and informed. Engagement of a minimum of eighty percent [80%] of the local workforce shall be made mandatory in the interest of generating employment to the locals and maintaining the demographic balance.

BTW: The name of the Party itself is 'GOOD GOVERNANCE PARTY' 'SU' meaning 'Good' in the Sanskrit language and 'RAJ' meaning 'Governance' And the SINGLE WINDOW CLEARANCES will be the order of the day where the applicant/s will hand-over the application to whichever Authority and sit back. All that is necessary to be done shall be done from within the government departments in a time-frame manner and the applicant will either get his/her work done or get a rejection note to say why it has been rejected. GOA SU-RAJ PARTY stands by this GOOD GOVERNANCE'
