Friends of Basketball - Panjim has filed RTI Applications before the office of Commissionerate of Customs and Central Excise, seeking answers to various queries pertaining to two of the managing committee members of Goa Basketball Association(GBA), namely Mr. Shekhar Jain (Superintendent, Central Excise) and Mr. Shankar Naik (Appraiser of Customs). The applications have been filed through the Club Secretary Sandeep Heble.
While Central Civil Service(CCS) Conduct Rules applicable to Central as well as State Government Employees clearly stipulates that Government servants can neither contest for posts of elective office in any Sports Association nor can they raise any finances without obtaining prior sanctions/ permissions from the Government, it appears that these two Central Government Officers have been occupying managing committee posts in the GBA for the last around more than 15 years or so and have also been raising funds time-and-again to meet the objects of the GBA. Hence, there appears to be a prima-facie violation of CCS rules which has necessitated the filing of the present application to seek the relevant information about these two erring officers. In the RTI application, Club Secretary Sandeep Heble has asked whether these Central Government officers have applied for any permissions to hold elective posts in the GBA, whether such permissions have been granted, for how long the permissions have been granted, details of leave taken by these officers to attend GBA events and activities, etc in addition to various other queries.
