Why would Indian election law NOT allow a person who has NOT YET VOTED .... to cast his vote correctly. Which law are you referring to? If you wish to direct me to the 1974 statute, I invite you to read it carefully. It might ALSO indicate to you when a replacement ballot paper is issued.
