I agree with Nelson Lopes that conductors don't enforce the above. Many a time when I've used the bus, I demand that a man gets up from a seat 'Ladies Only', and they do. Once I took a bus from Mapusa to Moira. It was going to Aldona. Their were old ladies standing. I told a man to get up, one of them did, told the other also. He refused. The bus conductor said, in not so many words, you are paying a Rs. 10/- ticket, this lady will file a complaint and I'll have to pay Rs. 800/-. He got up. Gave the seats to those two old ladies. I told them you have a right, exercise it.
