The proposed Chinchinim Market The project has had a very long gestation period Many objections have been raised in the past. In the last Gram Sabha meeting attended by 200 citizens, there was consensus about the need for the market It was recommended that the shops should be allotted only by public auction Secondly that the only villagers under Chinchinim _Deussua Panchayat should be considered Also that the provision for garbage disposal There were no other burning issues or heated arguments on this account Please remember that the planning of the Market was sole decision of the wisdom of the Panchas. No where the Citizens were consulted or the plan exposed neither were they informed even on pointed inquiry The other problem discussed is to get the name of the Panchayat in the form I & XIV, where the owner was the Govt. There is no sign that the desire for any modifications was first discussed by the members and there unanimous decision conveyed to the people for their suggestions. Decisions, suggestions, resolutions at Gram Sabha are not legally binding on the Panchayat body Hence it is the members alone who can make reasoned decisions, It was not explained why there is need for modifications, and what is to be included and excluded The project has two aspects One, administrative, which includes acquisition, and there were no objections at this stage, Then the planning, plans , permissions and sanction for the plan project. These were also formalities completed without any hindrance, Then comes FINANCE for the project From available sources it is about eight crores project, Land filling and boundary wall was completed as the part of the project and the controversy about the lease for feast fair rested with the Govt and not the Panchayat. Subsequently land was also acquired for road widening and objections were over ruled There is S.C rulings that acquired land has to be utilised for the purpose enunciated There will be need to restart the process all over again, or return the land to the holders It is seen that neither the school or the Church raised any technical objections to the plan The objections of the land filling and putting up of the details of the project were attended. The MLA present on the occasion made a valuable suggestions that disunity will not help to move ahead and that only a few members were monopolizing the discussions Discussions should throw more light than heat and personal, physical attacks, intimidation are in poor taste to support arguments either for or against The retaining wall undertaken has been stopped as untenable due to improper decisions. The much needed project will only be delayed further, if every suggestion must be incorporated , it will be impossible to move forward giving political colour to the market project of the Panchayat is unnecessary obstruction.
