Dear BC,

From a distance, I see two issues (at least):

1: what exactly is the meaning and import of the term 'Special Status'?

2: what exactly does one mean by the term 'Refugees'?

IF one reviews existing law applicable to Goa, esp. Constitutional Law, there 
is NO LEGAL instrument which allows for the 'stopping' of ANY Indian citizen 
from coming and settling in Goa.

Anyone who bandies around the #19 for the purposes of exclusions, would do well 
by reading the relevant statute very carefully. 

BTW: if I am wrong, please advise WHY you (generic) believe I am wrong.
