To Goanet - I went through this pile of piffle authored by Mashelkar et al and my head began to hurt. My 10-year old niece would have produced something more worthy than this "report."

Neither Mashelkar nor any of his cohorts appears to have any clue of just what the ground situation is in Goa. I tossed the report into the garbage bin (on my Macbook Pro, that is) as soon as I was done and thought no more of it. My hope is that Manohar-bab will politely ignore this egg laid by Mashelkar. (I think it was the previous govt that commissioned the report.) My good friend, Yatin G. Kakodkar, however, is a more patient sort. He took the time to critique this nonsense at a public seminar held recently. I am attaching Yatin's presentation below. Yatin goes right to the heart of the matter. Note that 'scientist' Mashelkar's report doesn't take into account the population projections of Goa.
